JOB VACANCY ANNOUNCEMENT

PURPOSE:    To establish an eligibility list for any future openings for Human Officer

There is position available for: Humane Officer I 

PAY SCALE: CA9               Min                 Mid                 Max   

                                                $1,801             $2,251             $2,701  

QUALIFICATIONS: Applicants must possess all of the skills and abilities listed under this section on the job description to be considered for this position.

  •  Experience equivalent to one (1) year of full-time working with animals.

  • Experience with facilities which provide animal housing and/or previous experience in the animal control area preferred. 

  • Must possess a High School Diploma from an accredited senior high school or equivalent.
  • Must be at least 21 years old.
  • Most possess a valid class D driver’s license issued by the State of New Mexico and have a satisfactory driving record.
  • Applicant cannot have a Driving While Intoxicating Conviction within the past seven years. 
  • Applicant must pass a rigid background check.
  • Applicant cannot have been convicted of any felonies; nor a misdemeanor involving moral turpitude. 
  • Applicant must pass a post-offer pre-employment medical and vision examination with drug screening. 
  • Must reside and maintain principal residence with a 15-mile radius of 13th & main Streets in Artesia, New Mexico.

DUTIES: This list of tasks is ILLUSTRATIVE ONLY and not intended to be a comprehensive listing of tasks performed by all positions in the classification.

  • Patrol the city and surrounding area of Northern Eddy County pursuant to written agreement limitations in a radio equipped motor vehicle to capture stray, loose, injured, unwanted or deceased animals using a variety of techniques and animal control equipment.
  • Handles vicious animals or irate citizens, diffusing the situation by taking appropriate action.
  • Investigates reports of animal abuse or neglect, dog bites or dog attacks, completing written reports and taking enforcement action as necessary. 
  • Investigates citizen complaints regarding possible violation of animal control laws.
  • Testifies in court on behalf of the city to ensure enforcement of laws involving animal control, licensing and abuse.
  • Offers suggestions to animal owners on ways to aid them in compliance with animal control regulations.
  • Operates the animal control facility including cleaning and maintaining the facility, feeding and caring for the animals being sheltered.
  • Places and removes animals from cages
  • Determines animals to be euthanized, uses an approved method of euthanasia on animals eligible to be euthanized, and disposes of cadaver.
  • Prepares and maintains a variety of records and reports using handwritten and computer methods.
  • Responds to emergency calls on a 24-hour basis.
  • Works in conjunction with local humane society to release unwanted and stray animals for adoption.
  • Provides community education regarding animal control ordinances, animal over- population, and pet adoption opportunities.
  • Other tasks and duties in related work not outlined as needed for department efficiencyPerforms a variety of cleaning and maintenance work, including: sweeping, scrubbing floors, sanitizing restroom facilities, and doing laundry.
  • Employee must perform all duties with minimal supervision. 
  • Employee will be required to work irregular hours, attend job-related meetings, and perform other duties as assigned.

KNOWLEDGE, ABILITIES, SKILLS and OTHER CHARACTERISTICS: Possessing some or all of the skills and abilities listed in this section will make a candidate more competitive.

  • Knowledge of the City of Artesia animal ordinances.
  • Knowledge of the State of New Mexico Statutes involving animal control.
  • Knowledge of methods, techniques and practices for capturing animals, including the types of equipment appropriate for use.
  • Knowledge of the names and location of streets in the City of Artesia and surrounding county area.
  • Knowledge of the care and feeding requirements for a side variety of domestic pets.
  • Knowledge of dog breeds and behaviors
  • Basic knowledge of Microsoft Office Computer software.
  • Ability to provide clear and concise training and instruction to other members of animal control staff
  • Ability to capture loose or stray animals without assistance.
  • Ability to carry out medical treatments as directed by a veterinarian
  • Ability to regularly lift 50 pounds from ground level to 36 to 42 inch height and occasional lift and/or move up to 100 pounds.
  • Ability to establish and maintain effective working relationships with the public, staff members, and other agencies.
  • Ability to follow oral and written instructions, procedures, and guidelines
  • Ability to communicate using standard telephone and two-way radio equipment.
  • Ability to operate/drive assigned animal control vehicle
  • Ability to obtain and maintain valid New Mexico Driver’s License.
  • Ability to add, subtract, multiply and divide whole numbers and fractions.
  • Skill in capturing stray, injured, or vicious animals.
  • Skill in operating personal computer used for reporting purposes.
