Certified Lateral
Officers are placed at 7.5% above step min ($2,735) and receive an
additional 2.5% for each additional year of certification to a maximum
of 25% (10 years) |

Applicant must be 21 years of age at time of hire.

Graduation from a standard senior high school or equivalent.

Applicant must pass a rigid background check.

Applicant cannot have been convicted of
any felonies, nor a misdemeanor involving moral turpitude.

Applicant cannot have a conviction for
Driving While Intoxicated (D.W. I.) within the past seven years.

Applicant cannot have a conviction for
Domestic Battery.

Must possess and maintain a valid New Mexico Driver’s License.
-
Applicant must be able to pass a written entrance exam & physical agility
test.
-
Applicant must pass a post-offer pre-employment physical, psychological and
vision examination.
-
Applicant must pass rigid drug screen requirements.
-
Must possess and maintain certification as a State of New Mexico Police
Officer prior to obtaining non-probationary status.
-
Must be a United States citizen.
-
Must live or relocate to within (15) miles of thirteenth and Main within
ninety (90) days of hire. Officers
under the provisions of resolution 1199 will have the residency requirement
waived under the following circumstances:
-
Officers who reside
outside the required residency area defined as a 15 mile radius measured
from the intersection of 13th and Main streets will not be
allowed to use their assigned vehicles as take home vehicles.
-
Officers hired during
this waiver period will be allowed to maintain residency outside the 15 mile
radius of the intersection of 13th and Main streets for the
duration of their employment with the Artesia Police Department provided
that they are not promoted to Sergeant, Lieutenant, Captain, Chief or any
other officers of Sergeant rank or higher.
-
All Officers must be able
to respond to emergency and non-emergency situations. When contacted, the
employee must be able to report to work unless there are special
non-recurring circumstances. Residency, outside employment or the operation
of a business is not considered a special circumstance.
-
If promoted, all Officers
will be required to comply within the residency requirement then existing at
the time of promotion.
-
State of New Mexico Certified Police Officers or officers certifiable by
waiver preferred.
-
Bilingual (English/Spanish) preferred.
DUTIES:
This list of tasks is ILLUSTRATIVE ONLY and
not intended to be a comprehensive listing of tasks performed by all positions
in the classification.

Patrols in a radio-equipped vehicle and/or on foot.
-
Responds to citizen calls for service and help.
-
Discovers and prevents criminal activity through proactive patrol measures.
-
Investigates criminal activities i.e., robberies, assaults, burglaries,
domestic disturbances.
-
Re-establishes lawful behavior and order at disturbances
-
Investigates traffic accidents and enforces traffic laws and ordinances as
required.
-
Enforces State of New Mexico and Municipal laws and ordinances in fair and
impartial manner.
-
Prepares reports, complaints, affidavits, and other related technical/legal
documents.
-
Appears in court to present evidence and sworn testimony on behalf of the
City or State.
-
Executes arrest warrants, search warrants, and other legal processes of the
court.
-
Takes physical custody and/or makes arrests of persons charged or suspected
of criminal activity.
-
Preserves and documents crime scene to ensure that the collection and
preservation of evidence meets established legal and professional standards.
-
Interviews/interrogates victims, suspects, and witnesses to obtain and
verify information pertinent to the investigation or resolution of
incidents.
-
Evacuate areas endangered by explosive or toxic gases, spilled hazardous
liquids, bomb threats or other type of disaster including vehicles and
buildings.
-
Mediates domestic or other disputes.
-
Talks with persons attempting to commit suicide to get them to delay or stop
their attempt.
-
Engages in high speed pursuit or emergency vehicle operations in all road or
weather conditions.
KNOWLEDGE, ABILITIES, SKILLS and
OTHER CHARACTERISTICS: Possessing some or all of the skills and abilities
listed in this section will make a candidate more competitive.

Knowledge of the City of Artesia Ordinances.
-
Knowledge of the New Mexico State Statutes.
-
Knowledge of Standard Operating Procedures for the Artesia Police
Department.
-
Knowledge of State and Federal Judiciary decisions which impact practice of
law enforcement.
-
Knowledge and skills of law enforcement principles and practices including
investigation, identification, patrol, traffic control, records management,
and custody of persons and property.
-
Knowledge of equipment used in law enforcement, including but not limited
to, weaponry, communications, and automotive equipment.
-
Ability to establish and maintain effective working relationships with
local, county, state, and federal agencies, other staff, and the public.
-
Ability to communicate efficiently in writing using business English; i.e.,
proper grammar, spelling and punctuation.
-
Ability to communicate effectively and efficiently under pressure.
-
Ability to understand and interpret complex statutes, ordinances,
regulations, and standards.
-
Ability to analyze serious emergency situations, and to adopt quick,
effective, reasonable courses of action towards all of the situations with a
minimum hazard to police personnel and the general public.

Ability to communicate using a standard two-way radio.

Knowledge of the name and locations of streets/roads in the City of Artesia
and surrounding area.

Knowledge and skill of conflict resolution techniques

Skill in evaluating and prioritizing events and determining the appropriate
response.

Ability to assume responsibility for a stressful and difficult job without
constant direct supervision.
-
Ability and Skill to operate a variety of firearms including pistols,
shotguns, and rifles.
-
Ability to keep confidential information/materials from being released,
except as allowed.
-
Ability to perform full responsibilities of position in all weather
conditions.
-
Understand that police officers must maintain a high standard of morality
including off-duty conduct that might impact the public’s perception of
candidate’s effectiveness as a police officer.
-
Position requires flexibility in working hours. The ability to work all
shifts including weekends and holidays is required.
